The project was directed to comparative analysis of many indicators in energy-economy field and energy policy instruments in Central and East European countries former candidate to join European Union. The main scientific goals of this project were as follows:
1) development and implementation of methods for analysis of effectiveness of political concepts related with incentives to increase energy efficiency and the use of renewable energy sources,
2) drawing up of strategies to analyse the conditions of transformation from centrally planned economy to a free market economy,
3) analysis and assessment of political concepts directed to increase energy efficiency and the use of renewable energy sources,
4) a prospective analysis of energy policy concepts to increase energy efficiency and the use of renewable energy sources,
5) organisation of an informational conference aimed at the governments of the EU candidate countries involved and concerned with the most successful energy policy concepts to increase the energy efficiency and to employ renewable energy sources.
LEI activities in the Project
Lithuanian team was responsible for:
1)analysis of all legal acts, resolutions and decisions (laws, legal acts, directives, organization structures etc.) related to implementation of energy efficiency measures and promotion of renewable energy sources from 1990-2002,
2) comparative analysis of geographic and climate conditions, political, economic, social and energy conditions in Lithuania and other Central and East European countries as well as investigation methods, which could be used into research on energy related decisions,
3) analysis of success of energy related policy decisions,
4) identification of the most successful concepts and policy instruments with regard of their implementation in future other countries,
5) preparation of the final report and presentation of the results at the final conference, publication of results in the relevant journals.
