Support to the Preparation of Social Climate Plans

The EU needs to meet 2050 climate goals and the „Fit for 55“ target at the end of decade, and it is essential that Members State ensure no individual or group is left behind. Under the “Fit for 55” package , the EU is committed to strengthening the EU Emissions Trading System (EU ETS) to achieve the EU’s climate targets adopted in the European Climate Law. The ETS2 is an extension to building, transport, and small industries. Given the complexity of the task, some Member States have requested technical support under the European Commission’s Technical Support Instrument (TSI). The Technical Support Instrument supporting the Social Climate Fund will assist nine beneficiary Member States (Belgium, Croatia, Czechia, Denmark, Finland, Latvia, Lithuania Romania, Slovakia) in preparing their Social Climate Plans (SCPs). The specific objective is to assist the nine Member States in developing their SCPs under the Social Climate Fund (SCF), with these plans to be submitted by 30 June 2025. This plan must adhere to the template provided in Annex V of the SCF Regulation and incorporate the elements outlined in Article 6 of the SCF Regulation.

The project intends to support national authorities in these countries in overcoming identified challenges and effectively developing their SCPs. Additionally, the project aims to support Member States in preparing their SCPs in line with the SCF Regulation. Through this effort, the project seeks to facilitate a just transition by addressing the social impacts of ETS2 in the long term. The scope of this project covers:

  • The nine Member States, namely Belgium, Croatia, Czechia, Denmark, Finland, Latvia, Lithuania, Romania and Slovakia.
  • The impacts of ETS2 and the impacts of the measures proposed as part of the plans, which will be assessed across the economies of the nine Member States, but with a focus on the impacts on vulnerable individuals and households and micro enterprises. Impacts considered include:
    • Income, including disposable income
    • Investments
    • Jobs
    • Sectorial breakdown analysis
  • The impacts will be assessed up to an agreed end-point. Initial discussions have suggested up to 2032, but final agreement on the temporal scope of the assessment still needs to be made.
  • The impacts of the measures proposed will be assessed with a sufficient level of granularity to ensure sufficient coverage. Sub-national breakdown of the impacts may be carried out in some cases, where sufficient data is available.
  • The activities related to stakeholders engagement and consultations up to the preparation of the SCP. Some additional support will be provided beyond the conclusion of the project.

 

LEI activities in the project

Lithuanian scientists take part in discussion on the definition of energy poverty, vulnerability and vulnerable groups and transport poverty; gathering available policies and measures; gathering information on trends regarding the households and individual energy poverty; households and individual transport poverty; microenterprises (numbers, sectors, energy and transport poverty), transport poverty for micro-enterprises. They support in preparation of summary of the available sources, data and information needs. They are responsible for support when identifying vulnerable groups at the Member State level; support in establishing the list of indicators to identify vulnerable groups; support in developing of recommendations on the administrative identification of vulnerable groups; providing expert consultations for the results on assessing the impacts of ETS2 on households and microenterprises based on micro and macro modelling; support in presenting the results of the impact analysis; support in development of Lithuanian long list of policy measures for SCP.
