The research on development of wind energy and energy storage technologies is performed under this project.
New wind parks are being installed annually in Lithuania, and there are less vacant areas suitable for wind energy development. Successful development of wind energy is inseparable from the analysis of wind energy resources, the forecasting of electricity generation volumes, the feasibility of connecting to electricity networks, and environmental impact assessment.
The WEBSR2 project continued wind speed and direction measurements as well as analysis of measurements, investigated the efficiency of wind plants in different regions, investigated the efficiency coefficients of wind parks, aimed at identifying the most promising places for construction of wind plants, identifying technical, economic, legal and social barriers for faster development of wind energy in year 2012. For completion of the research results a low power (1 kW) wind power plant and energy production and wind speed accounting system were installed on the roof of the Lithuanian Energy Institute in 2012. The efficiency of a wind power plant in an urban environment was investigated using this experimental research base – the power curve and the dynamics of power efficiency coefficient for the changing meteorological conditions. It has been determined that low power wind plant uses only about 16% of installed capacity.
Recommendations were elaborated for decision makers on the basis of the results of this research enabling decision-making on wind energy development, promotion measures and environmental impact assessment, as well as preparing spatial planning documents.
The results carried out under the research will help to solve the problems related to the planning of wind parks and the selection of effective promotion measures in future.
LEI activities in the project
The main objectives of LEI are to support the targets of EU to increase the use of wind energy for electricity production. LEI will analyse existing legal, economical and technological problems hindering wind energy from wider and smoother development in Lithuania. This analysis will result in summarized recommendations addressed to the stakeholders (authorities, planners, investors, scientists, etc.). Ambivalent persons will be addressed during seminars, shows and other events by pointing out the advantages of using wind energy and other RES in order to change their sceptical attitude. Wind Information Centre will be established providing information for market actors, local authorities, communities, schools, etc.
